Get an oil pan gasket for a USDM D16Z6 and some Genuine Honda Bond and you will be good to go.

My question is why the part is compatible with non vtec JDM D15B since the USDM D16Z6 is 1.6 and the non vtec JDM D15B is 1.5?

Commonality in manufacturing... many brands share parts for multiple platforms. It is the way of the world.

VTEC or non-VTEC is a cylinder head issue... this has nothing to do with the oil pan. The displacement difference is due to crankshaft differences... the bore size of these two engines is the same. Since the oil pump, oil pick-up screen, windage tray and rear main seal cover are the same, it is not a stretch to think that the oil pan and gasket would also be the same.
