Default Rpm reading

What is the correct rpm reading in idle after warm on a 96 civic non vtech sedan?
Also how important is it to jumper that service connector , in passenger lower dash if your advancing the timing?

670 rpm M/T
700 rpm A/T

You would not be able to set the ignition timing correctly. The engine also must be idling at spec to set the ignition timing correctly.
