That looks like the Passenger Side Fuel Tank Rear Frame Brace, Honda part # 74600-S10-010. List price is $40.50. You can get it for less through online Honda dealers; but, there is shipping costs.
That only bolts on, relatively easy replacement. Spray rust penetrate and let soak for awhile before attempting to remove.
As long as other parts of the car don't have serious issues, it should be okay to drive for repair.
In addition to the passenger side rear frame brace; the fuel tank has two fuel tank bands (straps), a driver's side rear frame brace, and a middle cross member giving it support.
