Default 99 honda civic engine turns over but cam and rocker arms don't move

My civic stopped while driving the engine still turns over thinking the timing belt broke since the rocker arms wasn't moving. Working on it now and the belt not broken or jumped timing everything is lined up. So what could be the problem I looked inside the spark plug hole didn't see anything wrong could the head be shot this is unusual for this to happen.

What happens when you turn the crankshaft by hand?

sounds like the key on the cam sprocket sheered. in effect it's the same as the belt breaking. good chance you have bent valves.

I was thinking that because the cam bolt was loose when I tighten it back up the cam didn't move at all

Yes. Either that or a broken camshaft.
