Limited RPM when stopped, no problems in motion.

I recently bought a 2004 Honda Accord with a manual transmission. My buddy borrowed it last weekend and burnt up the clutch, so I went to get that replaced. After the clutch was replaced and I left the shop, I was experimenting with the car to make sure everything was okay, but I noticed something strange. When my car is at a full stop and I rev the engine (in neutral and/or with the clutch disengaged), the rpm will max out at about 4000 and will bounce between 4200 and 4500 rpm, even with full gas. I'll start moving, and as I'm driving, it can reach 6500 rpm--no problem. I tried a few different things, and putting the car into neutral as I roll down the road doesn't produce the strange behavior...it's really only when the car isn't rolling. I brought it back to the shop, and they said it was just the fuel cable, so they tightened it up, but it didn't fix the problem. I didn't want to address it further with them since the problem doesn't affect regular driving. I checked the oil and it wasn't running low (which I know can affect the VTEC). I really don't know where to go from here, and would like to hear if any of you have experienced something similar.
(Hopefully this works; here is a video with the behavior. Yes, I recognize that my car was rolling back a little from the slope, yet it still had the bouncing rpm behavior)

This is a normal operating condition. I'm pretty sure its only on manual transmission cars but my '03 Accord Sedan EX 5spd did the same thing, its totally normal. My guess is Honda did this to help protect the drivetrain from excessive high rpm clutch drops. It's just a rev limiter built into the engine computer that cuts fuel or ignition or both (not really sure) when the car is not moving. The engine computer reads the VSS or "Vehicle Speed Sensor" which is an electronic sensor mounted on the transmission, if it sees the car isn't moving, it will only let the engine rev so high.
