Can water get in exaust if started on ramps or is it my head gasket like I'm thinking??

A certain amount of moisture will be produced in the exhaust. If you tilt vehicle on ramps and you get water from tailipipe then it could be just moisture and no cause for concern. Some mufflers even have weep hole in the bottom for just this purpose.

Ok thank you for your help this the first time working on a Civic and of course I had to buy one of the worst ones but 2001- 2005 ex auto lol and can't afford to k-swap like everyone else so I'll probably just sell it
