Default P1399 '00 crv

Havent been on the forums since i had my coupes but this last week i picked up a 2000 crv fairly cheap (i hope) and it came with the dreaded p1399 after i replaced a fuse that wouldnt let the obd reader work the day i purchased it....anyways i did the wires and plugs the next day which kind of controlled a really rough idle but the cel is still flashing...yesterday i did the valve check got those within spec and still flashing....doing a compression test today hopefully that will point in me the right direction...

i guess im wondering if anybody has had a burnt valve cause the p1399 for the random misfire ? My distributor cap and rotor looked good as well

Okay so i just ran a compression test i hit 160 on cylinders 1-3 but when it came to cylinder #4 it was at 5....added some oil down and it got up to 30. Does anybody know if i have to replace valves or is it something more serious?
