Help Troubleshooting 1999 Honda CR-V 2wd

Hi guys,
My dad has a beater 1999 Honda CR-V and it's now having some issues. The first is some sort of overheating issues that he's describing. I worked on it today in 89F degree weather with the AC turned on and rev'd it while idle for more than a total of 10 minutes. The AC Condenser fan turned on but not the radiator fan. I jumped the plug at the thermo switch and again, only the AC fan turned on. I checked the fuses - looks good. I switched the Coolant fan relay with the AC and same issues. Isn't the radiator fan supposed to turn on when I jump the plug? Both lower and upper radiator hoses are same temp so coolant is moving when the thermostat opens.

Yes, both fans should run with either the A/C on or if the fan switch is jumped.
Is under-hood Fuse No. 57 (20A) okay?
If it is okay, apply direct power to the radiator fan motor to see if the motor is okay. It may be a bad motor.

Yes the fuse for the cooling fan looks good. We will run wire directly to battery next.
We are also chasing a cylinder 2 misfire which may be contributing to the heat issues. So far, I have checked impedance from all 4 fuel injectors and they fall around 13-16 ohms. I have also compression tested all cylinders and they are all around 145psi- none of which loses pressure when throttle body is open. Im not noticing any rainbow in the radiator or coolant reservoir. The underside of the oil cap is not brown or sludgy. My next step is to check the valve lash.
regarding the fuel injectors - if they pass the ohm test does it mean that the injector is not leaking or otherwise shut closed?
