crank pulley or harmonic balancer

Bought a vms crank pully they say it's good performs better, some agree and some strongly disagree. I currently have a bigger pulley ( which id assume is heavier ) to the one it replaced. From a 98 I think, which I didn't realise till I had to put the belt on. So my question is it a harmonic balancer or just a pulley? Bigger smaller , lighter or heavier do I have to balance other stuff and things? Is there a balancing shaft in h22z? An argument put forward to me was if harmonica balancer was to truly take away vibration it would have to be as one solid piece. You would have to heat up the pulley slide it over the shaft and let it cool to lock it sorta thing. From what I can see honda calls it a pulley and not a harmonic balancer. Honda Australia can't give me a solid answer and I can't speak Japanese so can someone drop me some love and science please
