Default B16A2 Ignition problem

I have an em1 that has no spark whatsoever. I replaced the distributor with a brand new one, giving me a new ICM and everything else. The car wouldn’t turn the rotor either way. I took voltage readings at the ignition control module output wire and came back with a 5.4 volt reading. I took a reading of that same wire(yellow/green) at the ecu and it read 5.4 as well. I replaced the ecu and still no luck with it starting . It still managed to read 5.4 volts at the wire. All fuses are good along with ignition switch as I read the voltage coming from the switch and it all checks out. Any help will be appreciated!

^The timing belt likely snapped or stripped. If so, install a new one, and then compression test the cylinders.

I checked the timing belt and its still attached and in good condition. Why compression test?

If the distributor rotor does not spin when you crank the engine and the timing belt is fine, then remove the valve cover and inspect the camshaft. It may be broken.

If the camshaft is broken, replace it and then compression test the cylinders.

Camshaft is fine still same issue. Checked my three grounds. They’re fine too. Still having confusion on what can resist the ICM wire to only have about 5 volts.

When the valve cover was off, did you turn the crank pulley and watch for whether the camshaft (that couples with the distributor) turns? If so, next remove the distributor and double check its installation and whether the rotor spins when you turn the distributor end that couples with the camshaft.

You'll solve the problem by figuring out why the distributor rotor fails to spin when you crank the engine.
