Default Ecu power source and power ground ?

so I haven't ej9 that I just bought with a blown motor! I have trouble turning it on it seems like it wants to but it struggles and doesn't turn on. I plugged everything on correctly and grounded everything good so I try to look for the problem and see ECU wire power source (A25) and power ground (B1)are spliced together is that the problem why it dont turn on

Assuming that your car has an OBD1 ECU, A25 and B1 both supply power to the ECU and should be spliced.
