Help, MY BABY HONDA, plz
Hi I recently got fooled...I bought a 1998 Honda Accord lx 2.3 4cyl. (manual) from OfferUp
it was a decent deal new engine and transmission...
Anyhow, when I went to get it registered in my name they said it had to pass emissions first,(I live in Phoenix,AZ) well I didn't pass, AZ has this voluntary vehicle program, I signed up for it, then you take it to a mechanic on the list and the state pays up to$550 and you pay $150 deductible and whatever extra is needed above the $550, long story even longer, I took it to a mechanic on the list and when I took it there it was running GREAT, just wouldn't pass emissions....soooo, the mechanic called said gonna replace EGR valve and ignition sensor... cost $1075.00, I say okay I will pay the other $450, so 2 days later they call and tell me now needs new computer, now price is up $1500, I say NO, put old parts back and I will take it elsewhere, so they call when parts are back in and now car won't run...had another mechanic look, said needs starter, put new starter, also bought brand new battery....still NO start...HELP, is it computer??? The failing emission codes were: P1382 Cylinder Position (CYP) Sensor No Signal Comprehensive and P1491 EGR Valve Insufficient Lift EGR....that was the Original emissions problems but now we can't even get it to start, and the straw that broke the Honda's back is when the 1st mechanic took the EGR valve off they discovered the gasket used was some type of beer can or metal tape...we since then put the CORRECT gasket on the EGR valve, but as I said b4 WON'T START, HELP PLEASE

Often,that could can be generated from the distributor or the alternator. Since it worked before, i would seem odd either broke, so I would check the wiring from the distributor first.
You might need to broadly try some things, however it sounds like you might not be mechanically inclined, so I don't know if advice here will help. If I was in a hurry, I would go to the parts store, replace first one then the other and see if it started. Then return the part that you didn't need.

P1382 is CYP sensor no signal. The CYP sensor is in the distributor. Cause may be due to the distributor, wiring, connection, or ECU.
P1382 is generally not related to a faulty alternator (more specifically, faulty diodes in the alternator), which may cause electrical interference. Faulty diodes in the alternator can cause P1381 which is CYP intermittent interruption; which is not the trouble code the OP listed.

Go back to that shop and tell them to put the car back in the condition is was in before you took it there. Which was in good running condition. Tell them if they dont youll be contacting the state attorney general office and the consumer affairs dept...they screwed you. Dont take it lying down.
