$12 x 5 = $60 nuts per one wheel. But I agree that $200 for a set of 20 nuts is reasonable.
The only better wheel I have is Carbon Fiber. I designed and made Titanium nuts to come with my CF rims. This is why the nuts are very light to get maximum advantage of my light weight CF rims. Because nobody here uses CF rims I put the nuts on my most relevant to this forum wheel.
BTW, the wheel on the picture cost me $300 and the nuts only $3 each for material.
