Default No start issue

I just "finished" a b16 swap after I blew up my b20. The car ran great with the b20 but now I'm having a no start issue I think it's because I'm getting no spark. I took out the ACG fuse cleaned it and put it back in and the car ran for three days. I wiggled the fuse and it started on more time. So I assumed it was the fuse box so I replaced that. I know my ECU is good cuz a friend ran it in hid car and the distributor is good. I swapped the main relay with one I knew was good and nothing. I tested to see if the ECU was getting power and it was on plug 1 (26 pin) and plug 3 (22 pin) biu not plug 2. I'm pretty sure I got a good connection cuz it was reading 0.000 volt them when I touched the pin 1 and 2 on plug 2 (16 pin)it would jump around from like 0.002 to 0.008.

Check whether:

1) The fuel pump primes
2) All four spark plugs have strong spark
3) Any CEL codes are stored in the ECU

The fuel pump does prime, none of the spark plugs have any spark, and there are no cel codes

Does battery voltage reach the coil and igniter unit inside the distributor?

Unplug the distributor connector, remove distributor cap, and crank the engine. Does the rotor spin?

If the key was turned to ON(II) for the voltage test, then you found the problem. Does the Blk/Yel wire in the distributor connector have battery voltage?
