Default 95 Accord Injector Problem

I've got a 95 accord that I cannot get to start. I've swapped out the fuel rail and all injectors, ecu and main fuel relay.
I have fuel to the injectors, but only 1 is opening to spray fuel (the other three are not getting a pulse).
Any help or suggestions is appreciated.

If you have swapped out the rail, then you need to check voltage to the injectors. If they are not getting it, you need to check grounds on the car, such as the one to the manifold. Often that is the issue.

I've checked the voltage to the injectors and only 1 injector is getting voltage (there is 0 volts getting to the other three)

If you're getting voltage (+) to only 1 injector and not the other 3 injectors, then you may have a faulty injector resistor or an open (break) in the wire harness or connectors that go from the injector resistor to the injectors. (Power is fed through the injector resistor to the injectors.)

Give me some insight into how you're measuring voltage. For example, where are you touching (1) the meter's red lead wire to and (2) the meter's black lead wire to?

I swapped out the injector resister box with another one I had and it started straight away (when I took the old one out, all the wires were broken)

Thank you so much for the help
