I have manual m2s4 96 prelude si and swapped a h23a in it I have no idea where some coolant ports go to under the egr (the small ones) also can you run the p14 ecm on the h23a

 

Look up coolant hose routing for a Prelude VTEC of your year. The P14 will be good enough to start it and check for leaks but that's about it. You will not have any VTEC, low rev limit, etc.

 

When I look up the coolant diagrams does it matter if it vtec my h23a is non vtec

 

So you have a non-vtec H23A then? Sorry, typically when people say "H23A" they are referring to the JDM H23A VTEC blue top engine.

If yours is not VTEC then the P14 will run it fine. You would just look up coolant hose routing for a 92-96 Prelude Si w/ H23A1 engine instead.
