Default 1997 honda civic dx 1.6 vtec having all kinds of issues

Ok well I got a 1997 honda civic dx 5 speed manual recently. The exhaust header was all messed up. Crack and such. But I got that fixed. Now the idle surges once in awhile when warm. Idles high when warm. About 1800rpms. When warm. I try to hit accelerator and it almost wants to bog out. Heat gauge fluctuates when goin highway speeds. Try to go over 60 and heat rises. No check engine light. Try hooking up obd2 anyhow just in case and it wont power scanner on. No power to it. Or something. Dont have the money to just throw this way and that. Hoping you guys could help. thanks
also feels like she wants to buck when try speeding up on highway and even just around town Gotta put pedal almost to floor for it to stop and actually go

Bleed the radiator to get any air that might be inside trapped.

After it warms up check the ignition timing with a timing light.

I'm not sure why the OBD scanner wont work you might have a wiring harness issue somewhere.

All in all it could be a blown head gasket! do a compression test and leak down test and share the numbers.

Well found out parts of issue. Got the temp gauge issue figured out. It was air. And I know y all my research and y the obd2 dont work. The guy who had it before me did a motor swap. Put in a honda vtec from 1992. Engine number d16z6. I'll have to check timing. Also noticed that on distributor where it is fastened the ends are broke off and it just barely holding on maybe it moved and is out of time. Idk will keep working at it. Thank for any help yall can give me
