ECT "unplugged" turns both fans on '07 1.8L

ECT "unplugged" turns both fans on '07 1.8L
Chasing P2185 - ECT and ECT2 sensors replaced. Wires and Connectors have continuity from the sensors to the PCM.
Rad fan relay new. AC fan relay new. Fan control relay new. No fuses appear or test blown. Rad fan and AC fan motors are fully operational,
Neither fan working while or after driving. Disconnect the connector to the ECT and both fans work continuously.
Been at this for a week without solving.
Afraid its the PCM......
Any insights???
