Pre-install Koni/ground control suspension, Gap between springs and top hat, safe?

Pre-install Koni/ground control suspension, Gap between springs and top hat, safe?
Is this normal to install? Even with the perch All the way up, I can't get the springs to touch the top hat securely.
These are 6" springs
Koni shocks
Ground control
Perch all the way up
extended top hats required??
