1997 Honda Accord surging idle and coasting
My Honda has a rough idle sometimes, it doesn't always have this problem. I'll start my car and it will idle at 2,000 RPM and slowly go down, then rise again continuously. Then when it's warmed up it will fluctuate fast (1,000 RPM - 2,000 RPM back and forth). It will also sometimes do this when I'm coasting.
To my understanding there is no vacume leaks, and I checked my engine codes and the only thing it says is a VSS sensor is going out (which I've known about) but I was told that wouldn't have anything to do with it. I adjusted my shifting cable and throttle cable because it had some slack, so I tightened it up just a little and it seemed to make my shifting overall better, but my idle still remained the same. I changed the PCV valve and the hose too, which figured out my oil burning problem, but not my idling! So I turned my attention to my FITV, I did the method of tapping it while it's surging to see if it makes a difference and it didn't. I know you can adjust those to help the issue, but I haven't found much info on how to do it on mine. So to make sure I don't break anything I'm gonna wait until then.
If any of you guys could give me suggestions on things to do that would be amazing!
(p.s., I'm a beginner at fixing vehicles)

Well I cleaned my IACV and my FITV and while it made my car run much better it still didn't really fix the surging idle, but it doesn't do it as often anymore so I'm gonna replace one of those parts
As for the high idle, it turns out my throttle cable was too tight! I loosened it a little and now it idles how it should.
