195/65R15 tires causing bad handling?
I have a 94 civic sedan and I got a free set of 195/65R15 tires that I've been using during the winter months, the car sits pretty high for a Honda obviously but i wasn't going for visuals with these tires obviously. My question is are the 195/65s too much sidewall for the civic handling wise? The steering feels really soft and when I'm in curves sometimes the steering will pull, it feels kinda like the wheel buckles inward when I'm in a turn (I know it's not actually doing that but that's how it feels) also it does not like driving in the rain at all. All 4 tires have good tread and arent worn bad and I recently replaced my inner & outer tie rods along with balljoints & control arms so I'm not really sure why else I'd be having the shitty steering. Will be replacing them with smaller summer tires next month so hopefully that will help.

Are the tires rotational?
Some winter tires (many cheap ones) are crappy in wet or icy conditions but okay in snow and cold dry roads.
I don't believe the size of your tire is much of a factor. Stock size is 185/65 R14.
Overall diameter of the 195/60R15 is 23.68" vs stock overall diameter of 23.47 inch.
Tire size is less than a quarter inch in difference.
Then sidewall height is 3.84" vs stock sidewall height of 4.73"
So if anything your 15" tires should have a stiffer feel with less sidewall.
