So noticed that it was super hard to turn steering wheel mostly on cold starts so I replaced the pump from o'riley. No change, when I turn steering wheel and it freezes up, I noticed the pulley on ps pump freezes up as well causing the hard turn

I already tried two ps pumps from Oriley, 2nd pump felt a little better but pulley still freezes up when I turn the wheel. No leaks and I did a complete ps flush

Also pulley is all lose when car is running and I torqued to spec the nut. I posted a video but not sure if you guys can see the attachment

I haven't worked on it yet. Planning to try a different brand pump and see if it changes

 

Could the steering rack be what's actually causing the problem here?
