I have a 1998 civic Lx with a d16y7, I have recently done alot of work to the car over the last 4 months. All the new things are:
Timing belt and pulleys
Radiator
Thermostat
Distributor
Valve cover gasket
Fuel pump
Fuel filter
Shocks/coilovers
Throttle body gasket
IACV
TPS
crankshaft position sensor
Radiator Fan Switch
Main Relay
Head gasket
Manifold/California cat
Both 02 sensors
vaccum leak smoke tested.
The car still continues to idle surge or just idle at a high rpm.
I've done the ECM reset already aswell. I cant seem to figure out what I could next These are the fuel trim charts ive been pulling These are the codes that are popping up.
I'm not sure in what direction I should go in to try and fix this issue and advice helps. I'll try to answer and more questions about the car as best as I can. Thank you

As far as the O2 codes try swapping the O2 sensor plugs, I had the same codes I think when I put my engine back in and I swapped the O2 sensor plugs since they are pretty much in the same location, after swapping them the codes went away.
You need to test the IACV or replace it. Check the plug wires for any breaks.
The FPR hose is fine, no vaccum leaks there. I clamped down my FPR hose with car running and it made no difference. Shouldnt a good fpr throw off idle if its hose is clamped down? I'm thinking my fpr might be bad. Any idea?
Let's start with the high and surging idle problem associated with CEL code P0505.
Warm up the engine.
Remove air intake system.
When idle is high and surging, use your finger to cover the upper port inside the throttle body.
Does the idle speed drop and the surging stop?
When I cover that hole with my finger the engine almost stalls out, but when I let go the idle goes back up to about 700 - 1k and fluctuates. The surge only happens sometimes. Like coming to a stop itll surge, if I press the throttle while I'm stopped and its surging itll make the surging stop and I'll go down till I start driving again itll just do the same thing at stops sometimes. Hopefully that helps point us in the right direction.
