Default My civic wont go past 3000 RPM?

Okay so I bought a 1988 civic hatchback, and the car is very sluggish. when i drive I could put the throttle to the floor, RPM's will slowly rise but my car wont accelerate until its about at 1500 RPM then it just picks up. i was driving the other day when I realized that the car would not go past 3000 RPM. I thought it was in limp mode, but i have no CEL so i tried resetting my ecu and no change. if anyone could tell me if there is any other possible causes for this, and any possible solutions. any help is greatly appreciated, Thanks.

I believe - from what I’ve read on the subject - being unable to to rev past 3k RPM could be an issue with the Throttle Position Sensor or wiring/calibration.

Try taking the catalytic converter off. I changed a head gasket before started fine but wouldn't rev up..
undid the exhaust and it was fine.

Turned out it was clogged.
