Planning on going with MOMO Monte Carlo 350mm wheel. As far as adapter hubs, quick release and any spacers, what is recommended for taller drivers? Do the quick release and lock kits actually prevent theft or are they just for looks? Thanks in advance.
One thing you may want to be aware of, as far as i know the states from 92 on all had air bag steering wheels. As I understand it, it's illegal to remove an air bag and replace it with a non bagged wheel.
Yes I think so. It's more a safety thing than anything, need to be extremely careful when driving with airbag removed. Similar to the older muscle cars.

I believe that varies between states. I know for sure in NC that does not apply. My Del Sol passed inspection with the Personal steering wheel.
Fla doesn’t give a **** what you do to your car.. The thing about quick releases is that with vice grip locking chain/belt you can drive it with the steering wheel removed, so not much theft deterrent there.
It’s federally illegal for A MECHANIC to remove an airbag for a customer. It is not illegal to defeat it yourself.
A spacer will help you get in a better driving position even if you are of average American stature. These cars are not great ergonomically for typical American sized drivers. I’m 5’7” and it’s not possible to get my legs properly extended without having the wheel too far away.
If you care about keeping the airbag I'd highly recommend looking into swapping an S2000 steering wheel in. I haven't actually driven a Civic or Integra with one swapped in, but in the S2K's I've been in, that wheel is easily my favorite from the factory.
My EG has a Personal Grinta 350mm wheel with an NRG 2.5 quick release and hub combo. Works excellently, drastically changes how the car "feels" in the way your hands interact with the wheel versus the bulky stock unit. Also looks much better/cleaner.
Can be an added theft deterrent but only if you take the time to remove the wheel after you park. Only real practical use is if you live somewhere shady or are staying in some questionable hotel or something, can take the wheel into the room with you.
That's what I'm running. AP1 airbag, AP2 wheel (couldn't find a clean AP1, I do wish I could have since I think the perforated leather looks nicer), RSX cruise control buttons (couldn't find the S2000 one at the time). Works great, looks nice. The cruise was easy to hook up even though it's a three-button, turns out event two button cruise setups have a cancel function if you push both buttons together. All I had to do was desolder the connector from the back of the Civic cruise button board and solder it onto the S2k/RSK board. The pin spacing is slightly different but they bend enough to drop right in. Airbag needs to be <2005 model year.
There's also a spacer out there for the S2k wheel if that's your fancy:
