Default D16A9 with PR4 OBD0 ECU. CEL light issue

Hello everyone. I have a 91 CRX ED9 with d16a9 engine and aftermarket installed PR4 OBD0 ecu with probably modified eeprom. My problem is i don't get a CEL even though my cam sensor is not connected. I also tried disconnecting TPS and CEL still didn't come up. CEL does come up for few seconds when i turn ignition on so i know it's working. Red led on ECU blinks for 1 short time each time i turn ignition on or off, is this an error code or a completely normal phenomenon? There is a "service jumper" under passenger side dash but shorting it didn't made any difference i can see. What could be the problem? I mean i don't think i have an o2 sensor and thats a problem right of the bat but CEL not coming on ever is what confuses me.

Have you tried calling any of the ecu chipping company’s to ask them about it? Wish I had knowledge in the obdo. Guess that’s why most people convert to obd1 from obdo
