2013 Honda Accord starts hard in wet weather

We have been having some very wet snows here in Wisconsin and I have been having issues with hard starts. The car starts fine when it is in the garage but if left outside for awhile when it is snowing it cranks awhile before it finally starts. I don't seem to have any trouble when it is in the garage only outside for and hour or more. I know in the past to look for issues with spark plug wires or distributor caps not sure where to start here. The car has 45,000 miles on it and everything regarding plugs and wires are original. Any ideas or suggestion would be greatly appreciated.

I live in Florida and at times we do get cold weather. I would advise the battery. Perfect example of a battery surge is my Go Pro camera. I went to N.C. for a vacation and the battery was fully charged and worked normal. I went tubing in -3 degree weather and it instantly wiped my battery and I had literally 2 minutes of footage if I was lucky. A vehicle battery works the same way at times. Extreme cold can kill a battery and when it is warmer and not sitting in the elements it can run fine. I have had my battery tested on my Accord as well as the alternator and starter and all we working properly. We had some cold weather and it hesitated to start. The next day it was warm again and it ran flawlessly. I have had the same issue in cold weather with my navi and radio settings. Cold wiring and battery caused a delay in the updates and function of my dash. Hope this helps. You can change the plugs and the recommended time to do so is 30K miles. Honda minder system will advise later and with technology these days would be correct , but it never hurts to put new plugs. 2013 Accords have coil packs and no distributor so this you can eliminate. Check the continuity to your coil packs on each plug. Make sure your fuel pump is also priming in the cold, listen for it to wind when you turn the key to on.
