Default JDM P30-910 - difference in TPS from P28

Hi guys,

After super long swap I managed to get my car rolling. For the reference, the setup below:
* EU Accord (CG8) chassi
* F20B, automatic version (but gearbox is taken from F18B2, manual)
* intake manifold PDE from H22A7 together with PDE throttle body, stock F20B injectors (S2000 style ones)
* H22A7 exhaust manifold
* untouched camshafts, untouched dizzy (TD-94U)
* H22A7 TypeR wiring loom with OBD2b to OBD1 conversion harness

now, while we still have some kind of issues with tuning (waiting for AEM SRI cuz on high RPM we lose the pressure in the intake), the OEM fuel pump is almost dead - THE CAR RUNS ALMOST FINE.
the problem is, while we were doing the tune using eCtune on P28 ECU all was just fine and the TPS was 0% while foot off the pedal.

the chip was burned, put into my JDM P30-910 and (!) the TPS is 1%.

so the questoin to all of you Honda ECU masters, since I am travelling through internet looking for answer and found sh*t. What the hell in the P30 ECU is responsible for such thing? Can this be faulty capacitor (one of seven I have in the ECU - to be replaced still this week with Panasonic fresh ones).
Is this becuase of the internals of the ECU are that much differnet?

Because of this shitty 1% the car has issues with cold start idle putting fuel, while it should not be.

EDIT: finding this, I would like to avoid having touch the TPS itself. but that is definetely option if you will have no idea.
