95 civic fuel sending unit works.. but not in the tank

Icon4 95 civic fuel sending unit works.. but not in the tank

Someone please help because I am so confused. So my fuel gauge always reads slightly below the E symbol. I figured my sending unit was bad so I went to the junk yard and pulled the sending unit out of a 94 civic sedan. I have a 95 civic coupe but I figured they'd be the same. I plugged the connector to the sending unit BEFORE putting it in the tank, I used my finger to put it in the full position as I watched the gauge on the cluster and it worked. Though everytime I put it into the tank it reads below E again. Even those my tank is full of gas....suggestions????

Check whether something inside the gas tank is impeding movement of the float arm.

I know the arm is free to move because I can wiggle it up and down to get the gauge to go up and down but whenever I start to lock it in place by rotating the twist lock, it drops below E

arm is free to move because I can wiggle it up and down to get the gauge to go up and down
Outside of the tank, hold the float in full position while wiggling the wires. Any effect on gauge reading?

^^ Yes sounds more like an intermittent wiring issue than an issue with the sender unit.
