Default Troubleshooting : ECT sensor not working correctly

Hi I am in UK and have a b18c4 in a preface lift 1999civic ej9 ever since I put the swap in the ect sensor will not work I have a hondata s300 ECU and when u turn the car on it reads the temp of the sensor then wont go up or down unless you turn the car off and on again this causes high idel 1500 rpm and no VTEC voltage to the sensor is 4.3 volts the ground has been tested and is good the sensor it's self I checked with ohms meter and it's resistance god up and down like it should if anyone can help I would be very grateful as no one seems to be able to work out y this is happening not the tuners or anyone and I can't drive my car properly untill it's sorted
