Is it 10.5:1 too rich for full throttle at 6500rpm- 8k rpm?
And when I deceleration is 22.4 all the time until I open the throttle again drop down to 13.x:1

yes, way too rich. If you are n/a, you want to be high 12's or low to mid 13's. If boosted, mid 11's.
As mentioned above, that is normal, because it is going into fuel-cut during decel.

Should I adjust the fuel regulator to meet the ratio I want?
Since your A/F readings are rich everywhere, you could adjust the fuel pressure regulator down to lean out the engine globally (everywhere). Make sure that you focus on the wide-open-throttle values and not the part-throttle values... too lean at WOT is far more dangerous to your engine than too lean at part throttle.
