Default Honda problem

I got a 1988 crx with a d16z6 swap that will not rev past 2,000 rpms like it’s bouncing of the rev limiter and will not idle. I’m pretty clueless as to what it could be. Not sure if maybe they used the wrong ecm or if it could be a bigger problem. Any ideas?

A P07 ECU is definitely the wrong ECU for the D16Z6 engine, which should be run on a P28 ECU.

The P07 ECU is designed for the D15Z1 engine.
