Are you saying that the the blower motor does NOT work (i.e., no air blows out from the cabin vents)?

But the key question is: Does the blower fail to run when installed in your car?

Yes it fails to run in the car. That's what im trying to figure out. With power applied outside of the car its fine. So im trying to figure out why its not getting what it needs in the car.

You need to give details on how you ruled out the fuses, relay, and heater control panel.
