Icon5 2004 honda civic ex temp gauge and rpm not working

3wks ago was driving home and car began to loose power. Now there is a weird clicking sound coming from passenger side underdashboard. With the clicking the RPM gauge fluctuates up and down. once clicking stops and you put foot on gas RPM gauge no longer moving.

Here are a couple of threads to get you started... Defintely 2 PGM-FI relays in the location behind the glove box that can be the cause of the clicking sound.
