Cluster issues

Default Cluster issues

I just bought a 94 lx wagon, and it has its share of tiny issues. I'm wondering if two might be related and how they both can be fixed. First, the speedometer works when it wants to, but usually hovers around the 20mph mark. The instrument cluster lights have the same problem, but they don't always happen together. The speed sensor was recently replaced, and all of the fuses are good. Could it just be a loose ground wire?

Not sure about the lamps, but the 20MPH sticking speedo comes up from time to time.
