08' Accord no start start

We have an 08’ Honda Accord Coupe with a 2.4L, automatic with a no start start situation. When cold put the key in the ignition and the ECM reads run, turn the key to crank and the immobilizer reads ban. Take key out and put back in and the ECM reads run proceed to crank and the immobilizer reads ban. Do a third time the ECM reads run, proceed to crank and the engine starts. We have found that the ECM is not grounding the main relay for the first 2 times and grounds on the third try and starts the engine. We have tried both keys with the same results. All powers and ground wires are good, all inputs are on spec except when 1st starting after sitting fo 2-3 hours. We have installed a new Honda ECM with the same results. After starting the problem returns after the car has sat for approximately 2-3 hours. It’ll start every time till it sits. Honda gave us some test plans and all good. Recommended to try calling identafix and no help there. Any thoughts? Anybody run into this? Thanks.
