Default D16A9 EF SWAP. HELP!!

Hey everyone, so I have an 1991 Civic GL which had the D14A1 dual carb. Now my friend and I are swapping a D16A9 and we have everything plugged in but we don't have electricity from the distributor to the spark plugs. The engine cranks but it doesn't start. We have tried a different distributor from a perfectly working car but again, it cranks but it doesn't start. If anyone knows what's wrong we would really appreciate.

need more information:
What did you do for the wiring, i.e. ECU, injectors, main relay, sensors, etc.?
What did you do for the fuel system? dual carb engine runs low pressure fuel from pump (maybe 3-4 psi) on back of intake manifold - fuel injected engine runs high pressure fuel (35-40 psi) from pump located inside the fuel tank.
these are the main things - there are probably a lot more when converting from carbs to injection

Hi, sorry for the lack of info, I used the original wiring harness from the CRX 1.6i16 (D16A9) inside the car and in the engine bay. For the ECU I used the original from the engine (PM7). For the fuel injection system I used an external pump with a fuel pressure regulator.
The car has everything to start but the spark plugs aren't getting any eletrical charge, I checked the distributor cables, it has one round cable which is getting eletrical charge but the square one isn't. After all of this, my friend has the same swap (D14A1 to D16A9) with the same fuel pump, regulator, ECU, etc.. and his swap is working fine. We already tested his distributor, his ECU but the car doesn't start (not getting eletical charge on the spark plugs.

any codes showing on the ECU?

Spark plug wires in correct locations on the distributor? - #1 at top - #3 toward front of car - #4 at bottom - #2 toward firewall

also, make sure that your ground wire at the thermostat housing is connected, clean and secure

We checked and everything is the same as the other working car but we can't figure out why the eletrical charge isn't reaching the spark plugs. Can it be beacause of the CPS or something to do with the ignition?
