It's called the 1990s lol.
JK... they were usually referred to as mid wings, that one doesn't look like the ones I remember seeing back when though.

ive seen them on the rear window and ones that attach to the tail gate, I found the ones that attach to the tail gate but I’m looking for the rear windshield one, thanks for the reply and not being a dick.
