Is the power, signal, and ground paths intact? These cars are getting to that point in life.

Definitely the things to consider.

Did you pull the "ECU" Fuse or disconnect the battery for 10-20 seconds? The code won't go away until you do that, even with the new sensor.

The ecu sets a DTC and the CEL when there is either out of range voltage or a short or an open in the circuit between the TPS sensor and the ecu.
This could mean an internally faulty sensor, corrosion on either the ecu or sensor terminals/contacts, a cut or damaged wire or a faulty ecu (not too likely).
The ecu sends a 5v "reference" voltage, there is a ground wire leading to the sensor and the ecu monitors the sensors internal varied resistance (or throttle position) via the "TPS Signal" wire. It knows 5v is being sent and has it's ground, so the returning voltage is cross compared to a preset internal map in the ecu and it can determine throttle position.
Check all your wiring between the ecu and the sensor.
