Default Do I need a tune after Cold air intake install

Just curious for future plans but would I need to get a 92 integra Ls tuned after installing a cold air intake or will the car already know how to handle the extra air it will receive from installing it

No, you do not need to tune it.

As far as iv been told. If your battery disconnects it resets the cpu anyway. So wouldnt the tuning not matter for a lot of different things? Just a question.

Resetting the ECU resets some monitors, like Long Term Fuel Trim (how well do your injectors flow +/-). This is not related to ECU tuning, where you are using an aftermarket product to permanently retune the entire fuel and timing maps from 0 throttle to WOT (Hondata/etc.). That tune does not reset when you reset the ECU. You would have to upload the stock maps to go back to stock.
Can you tune a few ponies out of the ECU without any modifications? Yes, for a healthy engine.
Can you tune a few extra ponies out of the ECU after adding the CAI? Possibly.
Can the stock ECU handle the CAI extra air flow? Yes, it's already in the stock maps.
