Default Question for mechanics (picture included)

I have a basic level of capabilities when it comes to repairing cars. I have the opportunity to buy a 95 Accord for $500 if I can get it running. Looked under the hood and immediately noticed this....what am I dealing with in terms of repairs?

Looks like someone just pulled plug wires up.. maybe left spark plugs out. I'd check to see if there's plugs in it and if so push the wires down onto them.

I didn’t realize this thread posted, I thought it disappeared for some reason. The spark plug wires were bad and needed to be replaced. See updates here:
