95 Civic dies when coming to a halt

My car dies when I start coming to a halt, but only when the car is cold. I can turn it back on and continue driving, but the same thing keeps happening until the car warms up.
When it warms up it works fine, except it's a bit sluggish.
The check engine light is not on.
Can someone please help?

And now the obvious:
Check for a vacuum leak. Spray soapy water on all of the vacuum lines using a squirt bottle. If it starts making little bubbles, you have found your leak.
Do you also have a crappy idle?

Okay, I cleaned the IACV and it seems to have solved the problem of the car shutting down. The idle is still very crappy tho, and sometimes the car comes a bit close to shutting down when coming to halt, but it doesn't shut down anymore.
I'm gonna try cleaning the fuel injectors next. Any other suggestions for fixing the crappy idle?

If it's really 900, that's too fast. Don't trust the dash tach to measure idle speed though.
With an accurate tach go through the service manual procedure to set the idle speed. If the setting is wrong so the ECU can't stay in feedback to stabilize the idle, it will be uneven.
