HI, I was looking at buying a 4th gen just sitting at my mechanic's, when I saw this thing in the trunk area...

It's a BA9, JDM with an F22B, so according to wiki, it's an Si. Is that the 4WS unit?

I'm a Civic guy and don't know a lot about these things. I saw that this gen got an electronic 4WS system then fails sometimes. How true is this?

 

Yes, that is the 4WS computer. They are early 90's computers so they do occasionally have issues. But if you keep the grounds clean and make sure the wires stay dry, they will last for years and years.
