Default 2003 honda Accord very low at the high pressure side

I have a 2003 Honda Accord and I haven't had A/C for over a year, so I divided that I would try and repair it myself. Before I would just need to add some refrigerant and the A/C would work normally, but I think I added too much one time and when I went to turn it on there was a bunch of refrigerant spraying out from the passenger side. I'm assuming this was a pressure relief thing? But now, a year later, I checked it with my gauges, and I saw that my low side was pretty normal 25 psi, it wasn't a very hot day. But, my high side was very low, 60 psi. Also, the compressor is always running, it doesn't stop. I can't figure out what is the problem.. an expansion valve, or the compressor? Clog? If some one could help me I would greatly appreciate it.

My GUESS is that you have a leak that only develops at high pressure. Once the pressure drops to 60 PSI there is not enough pressure to cause the leak. Are you able to add more refrigerant and UV dye to see if you can find a leak?

I will check it today since I added some uv dye refrigerant a few weeks ago. Also, my high side port is leaking whenever the cap is off. I hear a hiss, but I goes away once I put the cap on and tighten it.

Edit - I checked it.. there was some dye near the high side port. Also near the compressor connections. But I don't think it's enough it make the AC not blow cold..
