Did you bleed the cooling system?

Trying to think past what you have replaced: Have you checked to make sure all pulleys are moving smoothly? For example, AC or alternator or idler pulley could be sticking or worn causing some tugging on it, which would causing an idle situation. Otherwise, I would continue on the maintenance by swapping in new plugs, wires, and distributor cap, as the whole bit there could be worn and not sparking cleaning, causing an idle issue.

With the idle constantly going up and down it sounds like you have a small vaccum leak, check your hoses and vaccum lines with the car running. Take some starting fluid and spary it around hoses if the rpm jumps up you've found your leak.

If it is a manual EX with a 2-wire IACV, unplug the IACV and confirm that the idle drops to lower than normal.

If it keeps going too fast there is an air leak.

If it does drop check the coolant temperature sensor, which as someone else said of course depends on the cooling system being full.
