should I get black window tint or the reflective silver kind

 

It was 1 owner 74 year old man bought it new, looking at these wheels for it 17x7

Rgarding tint and wheels, you going for the bling factor? I'd say get the mirror tint and wheels. Might as well continue the chrome look.

way to fix this

 

You might be able to fix the weatherstripping with ultrablack gasket sealer - made by Permatex. Give it a good coating inside and out with the window open and let it cure.

Looks like the mirror is shedding a clear film protection, if that is what it is you can pull it all off and clean it up.
