Default Peeling Rubber on ABS Modulator

I picked up an ABS modulator and accumulator assembly from the salvage lot. Like the one it's replacing, there is this rubberized ring around the base of the accumulator that has peeled away. I'm guessing it's a coating of some sort--not like a replaceable seal. Does this serve any purpose? Maybe just to keep brake fluid from rotting out the bottom? Is there a coating I can put on in its place?

I had the same problem when I used to own my '97 Accord. I traced it down to the o'ring leaking on the abs accumulator. The o'ring cost $1.88. I had to remove the modulator assembly to replace since...
