Hey all I have a 91 Civic hatch purchased the car and took it on a 2k mile round trip within a week and everything was fine car had absolutely no issues the whole trip other than the exhaust falling off by rear control arm(was stock and quite rusty) got back and continued no issues for a few days. Then drove the car numerous times before stopping at a buddies place hung out for about 30 mins and when I went to leave the car started right up but cel was on and stumbling pretty bad when I hit the gas it didn't wanna rev past around 2-3k rpm (no tach going off judgement) limped it home maybe a mile or 2. It is a d15b2 5 spd. I have changed plugs wires distributor and cleaned up the manifold and inspected the injectors (look clean may have been replaced before I got it) still throwing code 16 no others and will just crank but not start. Decided to check plugs for spark as I can smell gas after cranking. When checked all were bright white after checking them all went back to cyl.1 plug to double check it as couldn't remember the color still white but as it was being cranked without plug got fire coming out of the empty plug hole now it will crank run for a second then die out seems like gauges dim out quite a bit while cranking. Have tried a different ecu what else should I try?

google search showed me code 16 is fuel injectors and brought up several threads on honda-tech regarding them and how they fixed code 16.
