Gears not engaging while Running

Icon4 Gears not engaging while Running

So I have a 90s civic with a d13 gearbox connected to a d15b vtec, I changed gearbox and brand new clutch, the geabox is a cable box. When car is shut down all gears go into place when I switch on press the clutch no gears goes in. Reverse gear goes in then crunches but no other gears Go in like reverse does they just get stuck. I broke the cloutch cable and temporarly just to check if car goes into gear I jacked up the clutch pedal that the cable is connected to all the way up until its touching with the gearbox casing itself. Any idea what the problem might be?? clutch, pressure plate, and release bearing are all brand new Exedy

You are over-stroking the clutch moving the release arm that far.

So the clutch fork should never be pulled all the way up? I will be buying a new clutch cable today and maybe try and put it in how do I know when the cable is setup to tight or is still loose while setting it, because the old one I believe I snapped it due to overtightening it, but still needed replacement soon it was patched all over.
