Hello. I'm trying to get my civic running right. Where are these arm's supposed to be? Every time I take of the valve cover they are either way up or stuck on the opposite side between the valve springs. The car seems be idling fine minus the noise coming from the head.

 

Rotate element until its shiny foot rests on the cam lobe.

 

Will try pushing them further down, but I was looking at other motors and I think I'm missing the lost motion holder and assembly. The previous owners dad used a rebuild head and I want to assume it's supposed to have that since it's a vtec motor.

The holder is definitely missing in your picture.
